Residents in the Lincolnshire County Council area with commercial-type vehicles and trailers must now apply for a permit if they want to keep using recycling centres in the North Lincolnshire Area.
It comes after Lincolnshire County Council withdrew its financial support - to save cash in light of budget cuts.
North Lincolnshire Council cabinet member for neighbourhoods Coun Neil Poole said:“The law requires councils to make arrangements for their residents to be able to dispose of their excess waste and recycling. This does not include making provision for residents in neighbouring areas.
“We apologise for the inconvenience caused by these changes, but unfortunately this was taken out of our hands.”
Residents can buy an access permit for £120 a year for their chosen site for up to 12 visits per year.
