“A RAPID deterioration” in working relationships between key council leaders at West Lindsey and a period of “acute difficulty” has been highlighted by the long awaited audit commission report.

But, despite focusing on the breakdown in the relationship between the former council leader Bernard Theobald, and the former council chief executive Duncan Sharkey, the inspectors found no long term pattern of failure and acknowledged that since a new management team took over in May this year, things have improved.
