Man fined for failure to remove dog mess

A man has been 
fined by Scunthorpe Magistrates’ Court after failing to remove dog faeces from his premises.

Michael Morgan, 57, from Western Avenue, Hilbaldstow, was ordered to pay a fine of £250, £250 in costs and a £15 victim surcharge after failing to comply with an Abatement Notice.

The council served the notice on April 4 2012 
after complaints were made about the accumulation of dog faeces and urine on his premises.

The notice given required Mr Morgan to remove the nuisance, however he failed to abide by this without reasonable excuse.

Consequently court proceedings were issued and Mr Morgan was found guilty in his own absence.

A North Lincolnshire Council spokesman, 
said: “We will not tolerate people causing nuisances 
that affect local communities.

“Thankfully the vast majority in our communities behave responsibly in cleaning up after their animals.

“We will not sit back and allow the minority to blight communities in this way.

“If a problem has been 
raised about noise, smell or waste caused by keeping animals we will always investigate the issue.

“Ideally we would prefer to deal with issues out of court, but for some cases we don’t have an option.”
